It’s not so much an issue, as Adobe taking a marketing opportunity.

You can read PDFs locally if you install Adobe Reader on your system. Adobe would like you to have Adobe software on your system. So it’s saying “Hey – you can have this software on your system too.” It’s your choice if you want to do that or not, of course, but they’re promoting that opportunity.

Sorry. I wish I had a solution for you. But Adobe hasn’t had a solution for various flavors of Linux for decades now. And it wasn’t really an effective one back then either. So unfortunately, in your case, there is no desktop solution unless you want to run a Windows emulator through Wine or somesuch.
