Why are redactions applying to the same spot across multiple pages??

This is so unbelievably frustrating, and it seems to be an issue that has gone on for years and Adobe isn't doing anything about it. I'm trying to redact police reports and for example, if I redact one area on page 5, it will apply the redaction in the same spot on each following page. So now, I just have random redactions all over every page of my PDF. In looking at suggestions in this community and in other places, I've tried to remove the background (although, I always get an error that there is no background), I've converted the PDF to a word document, and then back to a PDF, i've flattened, sanitized, everything. The only thing that works is printing off the PDF and then scanning it back it. This is such a waste of time and resources. There has to be a solution, or surely, Adobe could fix this issue??

I was struggling with this same issue for the last hour and after trying many of these suggestions, the one thing that finally worked was running a Scan & OCR to recognize text.

the only thing i found that is working is - 

right click on the redaction - Repear Mark Across Pages - select certain page range (1-1) and then save. That is the only thing that has worked but it seems like i have to make this manual setting change for every single document. helps, but not a full solution.

This is probably the result of a resource being shared by multiple pages (such as an image). If you redact it on one page, it will also affect the other pages who display that same image. There's no simple solution for it. The application needs to "un-couple" the resource and duplicate it for each page (which would also balloon the file-size), before redacting it. Apparently, Acrobat does not do that by default.

There isn't really an easy one to do it. You can try extracting all the pages, then re-combining them as a new file and doing the redaction before you save the file...
