Why Are Small JPEGs Expanding in PDF?

I have a four page PDF with heavy graphics and text that I am trying to get just under the 2MB mark for file size. I can flatten/export the images, optimizing them down to about a few hundred kilobytes a piece with still great quality (as either JPEG or PNG). But when I combine them in PDF using Acrobat Pro DC (even when using the smaller file size options), it jumps up to like 7-8 MBs. It's frustrating, but also makes no sense to me. I can't use the "optimize" feature to reduce the file size afterwards, because then it destroys the quality.

 

Why are these small JPEG files (that barley total 1MB in size) being ballooned up in the PDF? And how do I fix this?

If you're working in Photoshop, save as PDFs direct from Photoshop. Pay close attention to the save options, just as you did for the JPEGs and PNGs.

Are you sure this is what's causing the large file size? Open the Content panel on the left, right-click the top-most object and select Audit Space Usage. You will see a dialog like this:

 

This should give you some indication of what's actually taking the most space in your file (could be images, but might also be fonts or other elements).
