Why can't I disable "What's New" cards when I open or create .pdf?

Adobe is seriously messing with my flow. 
I am constantly interrupted by the "what's new" cards that are modal. 
I have closed the card. I have selected "try it now" and played along. I have read the "learn more".  
The help menu lets me see them on demand, but NOT turn them off. 

It's not in preferences, it's not in communication preferences, not even in "latest from Adobe".

Every day, every document, multiple times per document. 

I feel trapped on a bus in a drive-through. 
Previous posts didn't solve my problem. Thanks!
