Why do the pdf's specified on this page just go into limbo, doing nothing, when selected, whichever browser I use...

I have done that but they don't take personal info. so I wiil never know if they have done something about it.

Maybe look for a phone number you can call to report the problem... We can't help you with this issue, I'm afraid.
