Why does Google Drive strip off print and copy protection from .pdfs?

I enabled copy and print restriction.  It works on the .pdf in my workstation.  I upload it to Google Drive.  No more restrictions -- people can print the document, copy pieces or all of it and move it to where ever they want.  What's wrong?

The full details of PDF aren't a secret; they are published and that's how copy Adobe and everyone else can make PDF software. These details include how security works, and what restrictions should be applied. You'd have to ask Google why they ignore that part of the PDF specification.
