Why have tools swapped sides!?

Can anyone please explain why the tools have suddenly swapped sides in Acrobat Pro (Mac OSX Ventura).  The screengrab attached shows how it was previously configured and then underneath shows how it has swapped sides.

The highlighted tool are adobe navigation tools and the rest are my QuickTools that I have customised with various third party tools and worked with for many years. For them to suddenly swap sides is incredibly frustrating. I have already reset them and put them back how I want them (there is no workspace save available though so has to be rebuilt).  Then after a few days, without warning it has done exactly the same again and swapped sides, which I do not want!
