Why I can not send protected file for review?
Now (some uneducated) reviewers can dowload and use unfinished stuff in print.
Can I prevent downloading somehow?

If you're using the new Share feature, Adobe says this: "Please note that certain files, such as protected PDFs, can’t be shared for review." https://helpx.adobe.com/acrobat/how-to/send-share-pdf-file-review.html?playlist=/ccx/v1/collection/product/acrobat-dc/topics/acrobat-beginner-tutorials/collection.ccx.js&ref=helpx.adobe.com
You can still send them a file using another method, like through dropbox or email, and set your security settings accordingly.
