Why is the measurement tool so slow and have so much lag?

Hope you are doing well, and thanks for bringing this up. We are sorry for the trouble you are experiencing.

We need some more information for a better understanding, a few questions to help narrow this down:

1. Which version of Acrobat are you using? (Go to Menu > Help > About Acrobat to check.) And are you on Windows or macOS?

2. Does the lag happen with all PDF files, or with a specific drawing/file?

3. Is the file a CAD-exported PDF, a scanned drawing, or something else? Large vector-heavy or scanned files behave very differently under the Measurement tool.

4. Does the lag happen as soon as you hover with the tool active, or only when you click to place a point?

5. Have you noticed this getting worse after a recent Acrobat update?

Those answers will help pinpoint the cause, but in the meantime, here are some troubleshooting steps you can try:

Step 1: Uncheck ‘Use Page cache’ from preferences

Go to Preferences (Ctrl,Cmd+K) > Page Display > Under, Rendering, Uncheck ‘Use page Cache’ > Click OK and reboot the computer once, restart Acrobat, and test.

Step 2: Disable Protected Mode temporarily (for testing)

Enhanced security/protected mode can introduce rendering overhead, particularly with engineering PDFs that contain layers or embedded scale data. Go to Preferences > Security (Enhanced) and uncheck Enable Protected Mode at startup. Restart and test. If the lag disappears, we'll want to look at your PDF's structure more closely.
Note: Please enable the security after the test to avoid any security risks.

Step 3: Check for a conflicting embedded scale

One known cause of Measurement tool misbehavior is a conflicting scale embedded in the file. With the Measurement tool active, right-click, go to Preferences, and uncheck "Use Scale and Units from Document (when present)." This has fixed sluggishness and stuck measurements for other users where the document had a hidden or corrupt scale entry. Please check the correct answer marked here Adobe Support Community

Step 4: Disable Generative AI background processes

Adobe Acrobat's built-in AI Assistant loads background processes at startup even when you're not actively using it, and on systems without dedicated GPU support, these may contribute measurably to general sluggishness. Go to Preferences > Generative AI and uncheck Enable Generative AI. 

Step 5: Repair the installation (Win Only)

If the above steps don't help, try repairing the installation. Go to Help > Repair Installation, confirm, and restart your computer after it completes. T

On your AI + scale idea: that's a great feature suggestion

The idea of having Acrobat's AI assistant scan a drawing, detect the scale, and auto-populate measurements for drawings with no annotations is genuinely compelling, especially for architecture and engineering workflows. I'd encourage you to submit that as a formal feature request here: Adobe Feature Requests. The product team does review these, and the more votes an idea gets, the more traction it gains.
