Why is there a "frame" around my document?

I've been trying to print this file all morning, and something is just off. On the print preview you see there is like a thin gray frame around the document, and when it prints it produces the entire page (the gray part being white) so rather than the liquid going off the paper AND the glass stem going off the bottom, its cut off with about an 1/8 in open space. You can see in the second pic where it clearly should end at the paper. I hope this makes sense. There should be no dead space on the bottom or side.

Any ideas on what I can do to make this not happen? I have changed every setting (fit, shrink, custom scale, etc) and NOTHING is eliminating the space on the side or bottom.

Most printers cannot print to the edge of the paper. Commercial printers print on larger stock and then trim to size.
