Why is there no solution to Missing PDFMaker files when trying to combine files containing an office document?

I've viewed and tried multiple proposed solutions from your forums but nothing appears to have any effect.

Using Acrobat DC with Office 2013

Confirmed the Add-in is in fact active in Word and Excel.

Have repaired office.

Have repaired Adobe.

Tried new files, old files.

Transforming an excel file from within excel itself works

Trying to open the file in acrobat DC to create a pdf from there gives an error about the file being damaged or corrupted but its not, even the new file.

What is the solution to this issue?
