Why open the tools panel when you click on the shortcut toolbar?

I don't understand why you have a shortcuts tool bar, but when you click on your customized toolbar, it opens the whole dang panel?  That you then have to close.  What's the point?

 

Is there a way to turn this off?

To assist you better with your query, Would like to confirm if you are referring to Vertical strip of shortcut tools as shortcuts tool bar? If yes, the customize tool bar opens a window to allow you to add more shortcuts to tool in the vertical toolbar that would remain upfront during your consumption of the document.
Could you please attach a screenshot, if possible if it's not what you're referring to? Thank you!

Thank you for your reply!  Yes, that is what i'm calling short cuts bar.

 

I understand about customizing the vertical shortcut menu - and did so adding the tools I use most often.  But then when I click on the tool (like add text) it opens the whole tool menut on the side.  Often I'm working in 2 windows and when it does this it scoots my content to the right so I can no longer see it.  Cant it just allow me to add text and if I want to modify it I can then click something to open those tools?  same with Extract.  Why open the whole menu if I just want to extract?  If I want to do something different or more complicated, I can open the tool box then, but seems a short cut isn't a short cut if it takes you the same route as the long way. 

 

It's probably just me and how I use adobe, but it would be cool to turn off "Open Options" and just be able to click once.  Especially on Add text.

Thanks @Elizabeth31826932w897 for detailing the desired workflow. I can understand that you only want shortcut to be on the screen while working with that tool/function.
My explanation For Add Text why the window for Edit opens up is, because, while you're adding text, there are certain other things like, Font, Size, etc in Text formatting that is being tied-up and it has to be shown up.
But I get your point and would definitely share this feedback internally in the team
