Why some PDF doc can not be saved (has to be printed)?

I work on a PDF document that is a form with different information to complete (I have modified the PDF with Adobe DC).

When I send it by email in order to complete the form, the Recipient must print it and is not able to save it.

Does somebody knows the process to change the option that allow to save the doc?
