Windows 10 indexing

I have a series of pdfs that have been scanned and have had OCR applied. The contents don't appear to be added to the Windows 10 index, despite trying to rebuild the index with the folder and pdf extension selected... Does anybody have any insights as to what this is so and how to rectify it?
