Windows User accounts treated as separate computers?

I'm a single user on a single laptop.  I have a personal user account and a work user account.  Do I have to install Adobe DC twice???

You can only install Adobe Acrobat once.

But you have to choose which Adobe Id to sign in with. It may be safest to use two Windows accounts.

Adobe just started doing this to me. I have 2 different Windows logins, 1 for me and 1 for church in order to keep everything separate. Adobe Creative Cloud is installed on my machine. It used to understand that it is the same machine and it didn't matter which account I was logged into. I can only use it once either way. Now it keeps asking me to log out of one of them.
