Write a document

Hi all.

Preparing a document that contains embedded images and hyperlinks to sites and images I only know the method of creating first a word document and in it aggreate all possible links except the links that must go in different parts of  a jpg image (a map with locations in it that I want to show pictures of such images )

For doing that I work the images apart saving them as PDFs again with the help of word. 

How can I write my whole document using Adobe PDF?, many years ago it existed a product called Adobe writer. 

Any idea is welcomed
