Fine tune ruler tool position

In most cases, I've found that dragging to rotate is most effective if you are dragging as far away from the pivot point as possible. Sometimes it's also easier to click in the text entry field for the rotation value, and use the up/down arrows to adjust. This may vary depending on the program you're using.
