how to reduce 28KB GIFfile to 15KB?

i JUST MADE A NICE LIL gIF AND , TO BE UPLOAD IN dEVIANT ART SITE IT HAVE TO BE 50X50 X15KB

excuse my capitals again , I have no clue how to go further can someone have an answer please,

    Some general rules:

    • Resize the image to a percent or specific number

    • A GIF has a table of up to 256 color. Reduce the number

    • Lower the PPI aka Pixels Per Inch aka Resolution (or just measure in pixels)

    • Don't have an animation

    • Remove the metadata if necessary
