I lost my method of resizing photos..help please

Question

Hello until recently when i was n y windows ten and i wantedto resize a photo without having to double click on it i would just use the control key and the the mouse wheel. This would make all photos inside the folder considerable larger.However recently i lost this abilty and now when i attemp it all he phots just stop at a certain size and break into two collums. SO frustrating it seams like ive tried everything in the ane above he pictures but nothings working. Thank you.
