I want to unistall the program but keeps saying that the program is not close when it is.

Please be more specific: which software are you trying tu uninstall, what's your operative system?

If you are on windows, have you tried opening the task manager (ctrl+alt+del) and closing all the software processes?

If you are on iOs, try by force close with cmd+option+esc
