Learning about Ps Layers before Tools: Training Plan

I am going to create "Adobe Photoshop CC" training videos course for my student at university.   After investigating many training plans and on the basis of my teaching experience I find out that would be best practice to introduce  Ps Layers before introducing Ps Tools.
