CC18 update, control panel missing

I have found a couple of other forums where people were missing their old control panel along the top.  I changes my work space to the Essentials Classic, and a bar shows up, but it's blank.   I have tried all sorts of tools and it remains blank.  How do I get this back?

    Try choosing  Control  from the Window menu.

    Or reset your preferences:

      I've tried both of those things   The bar is there... just blank.  Window>Control will toggle this on and off.
