Default Shortcut for Convert Anchor Point Not Working

Hi. The shortcut listed here:

Default keyboard shortcuts for Illustrator

for "Create corner or smooth join" is trying to join points instead of converting the anchor point (from smooth to corner or vice versa). Is the article wrong or outdated?

Illustrator CC 2018, macOS (High Sierra) and Windows (8.1)

    The shortcut doesn't convert points (and never did)

    Instead it joins paths. It should pop up a dialog box when doing this. But for this to happen you need to select two overlapping anchors of different paths and then do the shortcut.
