Cannot use Rotate tool due to OpenGL problem (multiple GPUs and Cintiq Pro)

Hello.
I'm currently using Adobe Photoshop CC 2018 and have been having this error when I tried using rotate tool.
This problem occurs after I've changed my tablet to Cintiq Pro 24.
My laptop is Alienware 15 r3 with GFX 1070 and my current monitor setup is:
- My main monitor - connected to GFX 1070 with HDMI
- Cintiq Pro 24 - connected to integrated card with USB-C (Thunderbolt 3) and it will only work with USB-C port. Connect it to other ports is not an option.
My system is a prebuilt laptop and it requires both GPUs to work, so I can't disabling or removing any of them.
Currently I've been using a temporary workaround, which is, to set my Cintiq Pro as my main display from Windows displays setting, then OpenGL will works just fine. But I'm still looking for the other way to fix it. Since this workaround causes other problems to my workflow on other applications instead (because it's not my real main display)
If you know or have any idea what I should try to fix this without having to select my Cintiq Pro as my main display, please help me out.
Here is the list of things I have tried:
- Updated - reinstall drivers
- Running diagnostics on the card/drivers/etc.
- Set both Photoshop and sniffer.exe to use High-performance NVIDIA processor in 3D setting on NVIDIA Control Panel
- I've checked the Performance preferences, the graphics card (A GTX 1070) is in use
- Toggling on and off OpenCL, Drawing Mode, and Use Graphic Processor option

We're sorry to hear about the rotate view tool not working, could you please try the steps mentioned below and let us know if it helps?
Change your Advanced Settings for Drawing Mode to Basic.
Setting the Drawing Mode to Basic uses the least amount of VRAM and enables basic graphics processor features:
a. Choose Edit > Preferences > Performance (Windows) or Photoshop > Preferences > Performance (Mac OS).
b. In the Performance panel, click Advanced Settings.
c. Choose Drawing Mode > Basic.
d. Quit and relaunch Photoshop.
If this solution resolves the problem, switch the Drawing Mode to Normal. Relaunch Photoshop, and see if the issue recurs. If the issue recurs, return to Basic mode.

I've tried toggling between those three options before but it didn't work.

I see two graphics cards; One is an Intel and the other an Nvidia. Could you try disabling the Intel GPU from the device manager then relaunch Photoshop with Open GL/CL checked and then let us know how it goes?
To disable a graphics card, use the Device Manager on Windows. In the Device Manager, right-click the card's name and choose Disable.

As I have mentioned in the post, My Cintiq is connected to the system with the Intel GPU and I can't plug it into other ports.
My laptop is Alienware 15 r3 with GFX 1070 and my current monitor setup is:
- My main monitor - connected to GFX 1070 with HDMI
- Cintiq Pro 24 - connected to integrated card with USB-C (Thunderbolt 3) and it will only work with USB-C port. Connect it to other ports is not an option.
My system is a prebuilt laptop and it requires both GPUs to work, so I can't disabling or removing any of them.
But I've tried disabled it as you suggested. The Cintiq stopped working so it's a no go

See if you can use the Nvidia Control Pael to set Photoshop ands Sniffer to prefer to use the Nvidia GPU. If you can I think Sniffer and Photoshop will not see that you Also have Intel HD graphics.

I've tried set both of them to use my NVIDIA card as a preferred GPU before but the problem still occurred
I also have tried right click on Photoshop and use this command but OpenGL still doesn't work.

Okay, so I have the same issue with the following configuration : Windows 7, Cintiq 16, Nvidia GTX 970, Photoshop 21.1 and all where up to date. It take a day to figure out what was happening. In fact, I have a Samsung main screen which main connection is HDMI and the Cintiq is also in HDMI to plug both I was force to plug my main screen on Nvidia port and my Cintiq on motherboard port has Nvidia only got one HDMI port. The consequences of this was that most of my programme where using Nvidia GPU, but my Cintiq was on my Intel GPU. For most cases this doesn't make any trouble, but has Photoshop got trouble with dual GPU this lead to OpenGL bug and I was not able to switch my Intel GPU off has it was use by my Cintiq. To solve this issue I have by two DisplayPort adapters put it all on my Nvidia and switch Intel GPU off... I expect that this may help someone else.

Yes. Multiple monitors are not an issue, I use three here, provided they are plugged into a single GPU. It is multiple GPUs with conflicting drivers that causes issues.

I was having this problem and I just fiz it change the position of the cables.. both monitors were connect by HDMI on the GPU. But what u need to know is that one HDMI connection (the bottom one on my case) use the Intel grafic and the other HDMI connection (the top one) use the NVIDIA grafic..
So you just need to be sure that your tablet is conected to the right HDMI connection (the one that use NVIDIA grafic)..
