Tablet pen panning instead of drawing?

This is a really bizarre glitch. I use Photoshop CC on a Surface Pro 4 and today the tablet pen started causing the canvas to pan instead of drawing. I tried the brush, eraser, shape, and selection tools and all had the same effect. But the strange thing is, it only happens with the pen and it only happens vertically. I tried swiping with my finger and with the mouse, but they worked fine. And the tools still work horizontally which is really strange. I'm not sure if this is a Photoshop problem or a tablet problem, but I need help.

Here's a solution copied from elsewhere in this forum:

1. Use notepad to create a text file and type in :

UseSystemStylus 0

2. Save the file as PSUserConfig.txt in the following location
C: > Users > Username > AppData > Roaming > Adobe > Adobe Photoshop CC 2018 > Adobe Photoshop CC 2018 Settings
