You tube is always a great starting point for learning although sometimes the topics can be too specific as the subject is so large but a good search yields some good tutorials. I can recommend some users of Photoshop on Youtube

The Complete beginners guide to Adobe Photoshop | Course overview & breakdown - YouTube​ - This looks quite a good one, 33 episodes from the beginning

Phlearn(can be a bit advanced)

Nemanja Sekulic(can be a bit advanced)

The adobe website also is a great repository for some excellent tutorials

Lynda.com is not for free but the possibilities are limitless. And I think that you can try for free. LinkedIn Learning is offering the same courses (Likedin has acquired Lynda.com some time ago).
