i am using ps cs6, and i can't use the tilt-shift blur. why is it happening and how can i fix it?

I am learning from the tutorial on ps site and according to the video i need to go to filter>blur gallery(which i don't have, so i clicked blur)>tilt-shift. i did see the titl-shift in blur, but it was grey and i couldn't use it...

    Hi Noya

    Are you on a pixel layer? Look in your layers panel and make sure that you don’t have a mask or adjustment layer active but in fact are on a layer with pixel information. Not being on a pixel layer can cause the Blur Gallery to be greyed out.

    This isn't the case for me. I convert my photo into a Smart Object, but cannot access the tilt-shift, iris, or field blurs. Liquify isn't accessible either. I am on the actual photo layer. It worked for me long ago, but not anymore.

    I have PS CS6 (version 13.0.6)

    The problem is that it's 13.0.6... Only works if you have 13.1 and up.
