Acrobat DC Installation Failed (119)

I was having issues with pdf preview in Outlook so uninstalled Acrobat DC. Tried to reinstall but kept getting an error, code 119. I uninstalled Creative Cloud and successfully reinstalled but keep getting the same error when trying to install Acrobat.

 

Error 119 suggests something is wrong with my internet connection but internet and firewall settings are good. I tried disabling all firewalls and antivirus (edge and client) with no change. Also, if I can install Creative Cloud with no problem, why would Acrobat DC fail if the problem is an inability to connect to Adobe's servers? I'm the sysadmin and I see no errors or messages in any of my logs.

 

Is there no way to simply dowload the Acrobat DC Installer?
