Acrobat DC will not install in windows 11 vm on m1 mac

I am unable to install Acrobat DC with the following setup:
- 2021 MacBook Pro 16" running Monterey
- Parallels 18 running a Windows 11 VM
- Creative Cloud Desktop installed
Acrobat DC is shown as an available app when I log into my Adobe account online, but Acrobat DC is not listed in CC Desktop as as an available app to install (only Acrobat Reader and Acrobat Web).
When I am logged into my adobe account online and viewing https://creativecloud.adobe.com/apps/all/desktop, then click the Install button in the Acrobat DC card, a new browser tab opens with the message 'Acrobat DC is now installing' and a dialog asks to open CC Desktop. I click the Open CC Desktop App button in that dialog, CC Desktop opens, shows a 'Loading Apps...' message, then fails with "There was a problem installing Acrobat DC / Acrobat DC is not yet available for your device."
Anyone else experiencing anything similar?

is that something that was working in a previous version of parallels?
Did you try to boot the Mac in Windows directly and try to install from there?

1) More data: a) MacOS Creative Cloud installs Acrobat DC no problem. b) CC running in Windows 10 in a VMWare Fusion VM also installs Acrobat DC no problem. So it's not an entitlement issue.
2) This is the first time I've used Parallels. Until now I've always used VMWare Fusion. But VMWare has not / can not support a Windows 11 VM on M1 yet, so I was forced to Parallels.
Really, though, I'm looking for an existence proof: is there anyone out there who successfully has installed Acrobat DC via Creative Cloud running in a Parallels Windows 11 VM on an M1 Mac?

Yes same issue for me. I'm running Mac OS Ventura 13.0, Parallels 18.1.0 and Windows 11 OS Build 22623.885.
I can install acrobat reader, but not the full version of acrobat. It's making me crazy.

FYI, M1 Macs can't be booted directly to windows with boot camp anymore, Eric.
