Acrobat offline activation not showing the needed window to get finish the installation

Hello,

|I have license for Adobe Acrobat license which i need to activate it offline in air gapped systems, I have foloowing this link  https://exception.licenses.adobe.com/aoes/aoes/v1/t1?locale=en

for the method but no luck in getting the response code as step 1 is not even appearing in the installation window:

"1- Follow the installation or product launch screens until you see a link that says "I cannot connect to the internet" or "Having trouble connecting to the internet". Click the link and follow the instructions on the subsequent screen to initiate offline activation. Instructions there will tell you how to generate a Request Code."

The installer takes me to the sign in window right away after i put the serial number, what should i do in this situation
