Go to Tools -> Print Production.

The Print Production\Prepress tools are displayed in the right hand pane.

For the new DC version, click on tools next to home, go to protect and standardize , then add print production. On the right side of the page (on mine anyway) you will see preflight (second in list)

I had the same issue.  The shortcut for that tool needs to be added.

Edit -> Manage Tools.  You will see a page full of the icons for the various tools.  Find the "Print Production" icon under "Protection & Standardize".  Select "Add Shortcut" in the dropdown list below the icon.  It will now appear in the toolbar on the right.

Do you mean Print Production. For example; Preflight, Output Preview, Convert Colors...?
