Acrobat Pro taking a long time when trying to save a PDF with Enable Comments & Measuring

Problem started yesterday 5/22. I am able to export an InDesign file to Interactive PDF. However, when saving PDF again as a Reader extended PDF with commenting and Measuring capabilities, the program stops responding entirely or takes a REALLY long time to finish. Is there anything I should be trying to do differently? I noticed in one file it will say "consolidating duplicate page." When I googled it, it appears this, it supposedly is taking out duplicate elements. I saw other posts here talking about fonts. I do have interactive elements in the PDF to help users navigate back to the table of contents. I don't want to have to wait 10 minutes for a file to finish saving to move on with my day. My ideal solution would be to export from InDesign directly into a reader extended pdf with these capabilities.

 

Sidenote: I understand there are other capabilities for clients to review through InDesign directly. However, I ran into an issue with a user that had an Adobe account in the past without knowing they did and it created a headache at the time. Always looking to improve!

Is there a specific reason you're trying to apply those rights? They are not needed any longer, unless you have users with very old versions of Reader.

Thank you for reaching out with your question. Sorry for the troubled experience. 
Let's try the following things and check on each step, if that makes any difference: 

 

1. Ensure the file you are trying to Reader Extend is locally on the machine. 

2. Ensure Acrobat is updated. To check for any pending updates, launch Acrobat > Help > Check For Updates.

3. Try disabling protected mode at startup. This suggestion is for testing only: 

To disable protected mode, you'll typically navigate to the application's settings, usually under "Options" or "Preferences," then find the "Protected View" or "Security (Enhanced)" section. Uncheck any options that enable protected mode and apply the changes.
