Acrobat Pro XI vs Acrobat Pro DC - unable to edit signed document

Hello,

A user at my company is having issues with a PDF document, specifically the document has been signed (using Fill & Sign) by an individual and now user is not able to add a document number to the PDF to finalize the document for our records. They receive a message "the document is signed and cannot be edited again"
Another user with Acrobat Pro XI is still able to edit the PDF after being signed to add the document number needed. Any ideas why this works with XI and not Pro DC and how to get around this?

You can not edit a signed document (except for filling in form fields and signing it yourself, if it was allowed by the author). This is one of the main features of a digital signature. And it has not changed since version XI.

Maybe in the past the document wasn't truly signed, but a comment was added to it that resembles a "hand-written" signature, or initials, or something like that. That's not a true digital signature, and if you added that then the document could still be edited, yes.
