Acrobat Reader says fillable forms are read-only (on mobile devices)

I created a fillable form in Acrobat and it works perfectly on computers. When I open the form in Acrobat Reader on a phone or tablet, click on the pencil icon and select "Fill & Sign", I get a message that the form is read-only. What is the reason for this and is there any way to correct the problem?

Is the form password protected?

The form is password protected against editing, not against opening or filling. When I open the form in Acrobat Reader on a computer, it does not ask for the password to open or fill or save. When I open the form in Apple's iOS (or Google's Android) built-in PDF reader on a phone or tablet, it does ask for the password. When I open the form in Acrobat Reader on a phone or tablet, it does not ask for a password, it just says that the form is read-only and won't let me fill it in.

Remove the password protection and you can use it in Acrobat Reader on a phone or tablet.
