Hello,
I work for the IT Department in Local Government in South Wales. We have a few staff who use Adobe Acrobat - Subscription licence users. Our Legal department who use it daily are having issues with redaction. No matter how large or small the PDF or how many words/sentenced they want to redact, it just won't apply. When 'apply' is clicked, a pop up comes up with the spinning circle which never goes away. They then have to hit esc and run a debugging tool.
All of the Team are having this issue.
The software is up to date, I ran a software repair, tried saving a new PDF, but nothing has worked. The whole Team are having the same issue on all PDF's. I also checked document security which was fine. The only correlation between the users is that we use Sharepoint and the PDF's are always saved to Sharepoint. I did try saving one locally to see if that made a difference but out policies don't all that.
Has anyone else encountered this issue? Any idea what could be causing it?

reposting the workaround so it's a bit easier to find:
We have managed to resolve this issue on our end by changing the language from ENGLISH WITH ARABIC SUPPORT to ENGLISH;
Edit>Preferences>Language
Select "Choose at application startup",
close Acrobat and reopen it.
When prompted, select English and check if the issue with the redact tool is resolved.
Also to add we raised this with Adobe Support who advised they are aware of this as bug "ADC-4414306".
The supposed earliest possible date for a fix will be the September however this is not a guaranteed date.

We are getting the same (also from a UK goverment in the southeast)
Version 2023.001.20143 | 64-bit
Mix of Laptop and VDI devices.
When applying a redaction (of any size) you get a white box with a spinning icon and thats it.
Last known working version was 2022.002.20191

Having the same issue with some of our users (another UK government in the South!), with the loading wheel working with local, OneDrive, SharePoint and mapped drive locations. Using version 2023.001.20143 (latest available release).

Thank you, this has been bugging me for days. As two users in the business I work for (also South Wales, small world eh?) could not get redaction to work under thier profiles (which do not have Admin rights). I found that on the same laptops when logged in as an Administrator on the PC that redaction was working, leaving me to think it was being caused by a Roaming Profile issue? However this language "Fix" has worked for both of them!

I did same for a large document whihc has 1499 pages and 5978 instances which I am trying to redact. But it's just stuck and not responding state. How can I do that. Please help me on that.

I'm just getting a white box with a 'buffering' circle, and nothing...
Please help! I managed to do it the other day on a different computer! Cannot believe Adobe has such terrible glitches like this!
I also get loads of error reports when I close a document - I just ignore them, but it shouldn't be doing this?! Does anyone else experience this!?

Please just follow the instructions above about changing the language prefrences, that's what worked for my two end users. to fix this Redactions issue.
