Acrobat X standard, error JP2KLib.dll is missing

I have a registered copy of Adobe Acrobat X standard, It crashed on update (I think) so I tried to uninstall it and it says file JP2KLib.dll is missing. I also tried reinstalling it, same problem. I tried uninstalling Acrobat DC but it says I have to uninstall x first. Is there a way to fix this or can I uninstall X without using windows?

you can try cleaning per Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs, restart your computer and see if that allows your to reinstall

The program gave same error message as before on Acrobat X and I also tried to remove Acrobar reader DC and it locked up so I had to use task manager to close it.
