ADD COMMENTS tool not available on ALL TOOLS menu

MAC; Acrobat Professional.  The ADD COMMENTS tool is NOT SHOWN on the "ALL TOOLS" menu.  No, it's not down lower (I.e. "show more").  I called tech support and they advised me that the "New Interface" [which you can turn on and off under "view/enable [or disable] New Acrobat"] does NOT allow this "ADD COMMENTS" tool to be displayed.  It is ONLY displayed on the little submenu, floaty-thing (see screenshot below).  You CAN have the ADD COMMENTS tool displayed if you "Disable New Acrobat".  This is a STEP BACKWARD, in my view.  Why not have it available with all the other tools?  I'm a Human Factors expert (in Aviation) and this would never be allowed in an airplane.  INPUT (you listening Adobe): restore the capability for ADD COMMENTS (and every other tool) to be displayed on the "ALL TOOL" menu.

Thank you so much for posting this solution:  File >> "Disable New Acrobat."

 

I don't mind the floating toolbar, but as a quick tool only.  The full "Add Comments" should be in the list of all tools down the left side.  The old method where you select a toolbar on the left and all options appear on top was MUCH better than.....taking away the most used tool.  I was going crazy trying to figure out why "Add Comments" would show in the "Add to toolbar" but not in the list of tools.
