I want to add and/or copy text on a document I scan on my HP device. Adobe Acrobat won't allow it. Why?

What happens when you try to do it, and what tool are you using to do it?

I attached a couple of screenshots. It's the best way for me to answer your question. I'm not sure I know what you mean by tool...i.e PDF or Desktop or Windows 10. It only when I scan. I can edit a original doc..

So a scanned document has a fixed image as backgound, i.e. the scan. OCR attempts to interpret the text in the image and creates a kind of invisble overlay.  You can select and copy text from this overlay. But "PDF Edit" mode won't work for this. Just use the regular text select tool. And you certainaly can't add anything to a scanned document, cause you know, it's an image. If you want to change it, then do it in an image editing application.
