Adobe 2020 perpetual licence issue

We use a software management app to roll out our software and when we set up Adobe Acrobat 2017 Pro (perpetual licence not subscription) we were able to embed the licence key in to the roll out so the software installed without any user action.  We’ve created our rollout package for Adobe Acrobat 2020 Pro but once the software has installed it asks for a user account log on and manual input of the licence key.  As our users don’t have an adobe account or access to the licence key this doesn’t work for us.  Is there a differnt  exe or way of working where we can embed the licence key ion to the software roll out so its invisible to the users?

Adobe Acrobat Pro 2020, Acrobat Standard 2020 System Requirements

"This software will not operate without activation. Internet connection and registration are required for software activation, validation of subscriptions, and access to online services.* Phone activation is not available." This was a change in the 2020 version. I don't say this was a good thing.

Apparently, government enterprises have a method to use subscription product without internet connectivity.
