Adobe Acrobat Comment Tool - Stupidly Designed Text Popup

This problem with Adobe Acrobat is not so much a bug as just bad design by Adobe.

When using the commenting tool to mark up a PDF with text,  why is the text toolbar popup not possible to move?  It appears in the top right over the top of your PDF, and makes it impossible to mark up anything underneath it?

You can grab the quicktool bar from the top using the mouse  and move it around the page as shown in the picture below:
