This looks like a more profound Windows problem.

You can try to use the Acrobat cleaner after uninstall, to clean up any leftovers and then try a new clean install. A reboot after each step is a good idea. https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
