I have followed the troubleshooting steps outlined on your website, including a clean uninstall, disabling antivirus, and running the installation as an administrator. Despite these efforts, I cannot locate the Adobe Acrobat shortcut or executable file on my system.

You may also try to please remove the application using the Acrobat cleaner tool https://www.adobe.com/devnet-docs/acrobatetk/tools/Labs/cleaner.html , reboot the computer and reinstall the application using the direct link https://get.adobe.com/reader/enterprise/ and see if that helps.

I believe I might be having issues with my windows due to an error message after going thoroughly with every step

If this is a personal computer you may re-start the Windows Installer Service manually.
If it is a work computer and it is restricted by your organization you need to have your Admin do it for you.
Sometimes, this error also pops up when a dependency of the Windows Installer Service is blocked or restricted, which can also be restarted manually.
One quick way to check which services may be stopped, type in the comman "msconfig" in the Windows Search Bar (bottom left corner of the Task Bar), and hit Enter.
The System Configuration dialog window will pop up, go to the "Services" tab. On that tab most Windows services are displayed by running status or stopped status.
You may choose to enable or disable services on this tab... a restart may be required.
Additionally, if you go to the "General" tab, you can troubleshoot the Windows boot up sequence with Normal , Diagnostic or Selective Startup options.
