This usually happens when the rotation setting of the pages is not the same (even though they might look the same), as comments are not rotated along with the page when you copy them into it. You would need to re-create the second page to have the same rotation setting as the first one or create the comment from scratch on it.

I gathered we won't be able to rotate "Comment-->Text Box"  ?

Hi there

Hope you are doing well and sorry to hear that. As described when you copy and paste the text box from one page to another it gets rotated to vertical.

What is the workflow/steps you are doing to copy and paste the text box?

Is this a behavior with a particular PDF file or with all the PDFs? Please try with a different PDF file and check. If its a file specific issue please share the file with us for testing. https://helpx.adobe.com/document-cloud/help/sharing-pdfs.html

What is the version of the Adobe Acrobat DC you are using? To check the version go to Help > About Acrobat and make sure you have the recent version 21.07.20099 installed. Go to Help > Check for updates and reboot the computer once.

Regards

Amal
