Adobe PDF Protection stripped from PDF when loaded into Joomla 3 Website

Hello. I am using Acrobat X Pro on Win 10 Pro OS.

When I set Protection to prevent Printing or Editing a PDF and Save that Protection,when that PDF is loaded into my Joomla 3 Website, there is no longer any protection in the document and Printing or Downloading is available.

Are there any other methods of making a PDF within a Joomla Website READ Only.
