I've looked at all the posts and their answers. It's very frustrating. I've done all the suggestions. Still no scrollbar. If I adjust the page size manually -- pull it in or out -- the bars appear for a few seconds then disappear. I can't grab them.
I cannot scroll up/down or side to side. Mac Ventura. Acrobat Pro version 2023.006.20320
Any other ideas or will there be an update to fix?

Finaly fixed in the latest February update!
There is a new Preference under Page Display: Always show Scroll bars!
And also set the preference to Enable scrolling under Page Display, Page Layout, and the we are finally(!) good to go!

Thanks for the work you did with this.
The thing is, when I view a document like your 2-page doc, I don't have the scroll bar. But I guess this is because you have continuous scrolling enabled, and not single page view.

I can't do the technical fix thatFrans v.d. Geest keeps saying to do--I don't have the permissions and I know next to nothing about programming.

I fully understand this is not for everybody, and I fully agree it should not be necessary to do anyway. Adobe needs to fix this, yesterday. I only wanted to point out that, because of Adobe failing, currently it is the only thing that works...

I installed the 2020 version, which works and has scroll bars. Adobe promised to address this last September. It's wonderful how responsive they are to their users, isn't it?

Dear Adobe
I have just received my annual subscription reminder.
Please, remind ME, why should I pay for your product when you've clearly failed to take any notice of all the people posting here?

Disgraceful customer service.

Hi there, tell your IT guy it is entirely possible to do this. First he needs to uninstall Acrobat from Creative Cloud, then download and install the 2020 version, which can be found here. Best of luck!

When Adobe first removed the scroll bars (critical to my work as a book publisher), I spent hours on the phone with them in the USA from here in New Zealand and finally managed to talk with a real person who understood the issue. I learned that I could, in fact, download and install the 2022 version, which still has the scroll bars. (There is an Adobe website with the earlier versions for Mac and PC here: https://helpx.adobe.com/in/acrobat/kb/acrobat-dc-downloads.html)
It is the only way I can work both in terms of, for instance, taking in comments from a heavily marked-up 600+-page book when I need to move rapidly from the last pages of, say, the Index or the Endnotes, and back to where I was working, in order to check details. If they think somehow mouse scrolling down each page is viable on more than a few pages of a PDF file, then Adobe must certainly never ask the working community before making such radical changes as those that the latest updates display – I assume those having other issues as well, know they can revert, under "File" I think, to the Classical View, with all things where they originally were, except, of course, for the scroll bars. And Yes, the constant intruding reminders to update to the new version drive me mad, but at least a quick click sees that gone for a while.

I can't revert to an earlier version because my IT guy handles that--and he says Creative Cloud doesn't allow that. I can't do the technical fix thatFrans v.d. Geest keeps saying to do--I don't have the permissions and I know next to nothing about programming.
The fix has nothing to do with programming. It's editing somewhere an XML file, that tells Acrobat how to behave. Your IT guy can do that for you.
You can't go back a version by using the creative cloud desktop panel, but you can do by downloading and installing an older version of Acrobat. Links to those can be found here in this thread. I haven't checked them however.
If you have an IT guy, the IT guy should be able to help you with this. They just need to read this thread and the solutions indicated.
BTW: this is also true, when the IT basically supports Windows computers and you are the only macOS user here.

It's now the first week of January and the scroll bar issue still has not been fixed. I need to be able to read comments (and address) left by my clients on pdf files, it's incredibly easy to miss comments the way the scroll bar feature now works. I can arrow down through the comments, but that will sometimes end up in comments being completely skipped. I'm incredibly frustrated that such a simple and necessary feature was modified in such a way as to make it extremely difficult to utilize and that the issue was reported so many months ago with no fix. I cannot use an alternative program, as adode is deeply embedded within the framework of how we interact with clients, but this poorly functioning scoll bar is seriously hampering my work flow.

This sounds ridiculous but I have started using apple preview to open pdf files, as it is much more robust. Not only can I not use the scroll bars but now if I try to zoom into a detailed pdf file, acrobat freezes. No such proble with apple preview. Really poor show Adobe! Pls fix it.

For me it works perfectly with the solution I mentioned, I don't think it will come back, and it won't be the first time that Adobe does this, without explaining, I don't know if it's because of third party rights that it doesn't pay, the same happened with AI Photo Restoration in photoshop, it worked for 15 days and ended, and they never gave an explanation, you can see here https://community.adobe.com/t5/photoshop-beta-discussions/photo-restoration-neural-filter-now-availa... beta/td-p/13018524/page/7
Just one question, this problem is only on Mac?

Can you give us a date when the scroll bars will return?
The non-existent or fleeting scroll bars are really disrupting our workflow.

IT AMAZES ME THAT SUCH A LARGE CORPORATION (ACROBAT) HAS STILL NOT FIXED THIS PROBLEM - I HAVE RESORTED TO PREVIOUS VERSION - APPARENTLY REPUTATION IS NOT A CONCERN

Great, a new version of Acrobat just dropped and . . . NOPE, they didn't fix the scrollbars.

Finally, it seems like they solved it, just activate the scroll in the menu at the bottom right.

Sadly no, that option has always been there and means something different: show only one page on screen at a time or indeed scroll through pages - but scroll bars disappear after a fee seconds, thát is what the real problem is mentioned in this topic.

Thank you for saving me the time and trouble of discovering that, via
installing the upgrades – and then having to re-install the older version.
Hugely appreciated.
Best wishes,
Quentin

Try installing an older version of Acrobat, such as 2020 version. A less modern experience perhaps but one that works.

So, this issue was raised over four months ago, the modern non-scrolling experience that is completely unresponsive during any active use and eliminates the need for the excessive 20 pixel space that the fixed bar takes up on screen. Acrobat is now unusable for any professional. When are your 'engineers' going to fix this basic user function? What idiots 'brain stormed' this change and why won't you listen to all of your users complaining about the lack of navigation and functionality? Stop making changes for change's sake.

I guess if they don't "Stop making changes for change's sake," there would be no reason to enforce the yearly subscription model on customers. Otherwise, I could still happily be using Acrobat 6, which was entirely adequate and functional, unlike whatever this version is.

Seems like if put my cursor over the image, then hold down the space bar, I can scroll and the scroll bar shows up.

I use that 2020 classic pro version of Acrobat and couldn't be happier. No more blue popups stealing window focus, faster loading, predictable and reliable.
