Advice about PDF files fullfil

I am trying accomplish this file attached but  i can not maximize the pre determinted blue spaces( yellows clouds) to wirte in it .

How could i do to get a bigger space to write into ?

I have already try to convert it to word but i can´t either. It is a pre-write document and has some restrictions to fullfil.

The information that i need to write is longer than that.
