Bates Numbering

We need to send a document that contains Bates Numbering to another firm. We want them to have the ability to edit the document without having the ability to change the Bates Numbering. I used the Sanitize function without success. We also use an Outlook add-on (Mimecast) to scrub the metadata, but that doesn't seem to work. Any suggestions are greatly appreciated.

As stated in my original description, we want the recipient to make changes/edits to everything in the document except for the Bates Number.

Legend

It's impossible to impose per-object security on a PDF file; if someone has editing rights they can do whatever they want.
