blocked permanent license numbers

My desktop PC with Acrobat Pro 17  and Photoshop Elements 15 installed, crashed completely last week. I had an IT-technician fixing it, but there was absolutely no possibility to deinstall any software from the crashed PC. We had to set it up completely new. This is why my license numbers are now blocked! How can I activate my license numbers again??
I do not like the idea to throw away working (lifetime!) software, I paid for some years ago.

Hello Anand Sri
I am using Windows 11 and I get the notice that I had to deactivate Acrobat 17 on another PC within 25 days to get my perpetual licence of Acrobat 17 activated again. As I mentioned I am unable to execute this deactivation because I have no other active version of Acrobat 17 running because of a PC crash.

Could you please share more details of the issue? Are you getting any error messages while activating Acrobat? We verified your Adobe ID and see that you have an Acrobat 2017 perpetual license. Are you on a Windows or Mac machine? And what is the version?
