Can Adobe Acrobat be made to equate to Bluebeam?

Sorry, I didnt see your reponse earlier.  The point is moot now because I've ordered Bluebeam.  I was looking for the same tools that Bluebeam has for engineering drawings analysis and markup, such as the variable dimensioning, dimension drawing tool (with or without a dimension), ability to rotate the page or rotate the text, ability to overlay drawings for analysis, etc, as well as same kinds of graphics with fill patterns and lines.  Also, the ability to have transparent overlays.
