Can I make comments on or edit a layer in Acrobat PRO?

Hi,

Id like to know if I can make / add comments to a PDF layer.

I have a pdf with layers in it but dont seem to be able to edit the layers at all.

Comments are independent of layers. You can turn layers and comments on and off, but there doesn't seem to be a way to associate one with the other.
